    In Latin America the situation is much like in the US: graduate from high school and you can say a few words and phrases in the foreign language. The exceptions are the few who go to good private schools.

    Interesting topic. I prefer to learn fairly intensively as well. I watched the video of the final result of the Korean project mentioned here (3 months of studying, followed by 5 months of practice in Korea). I'd evaluate his level to be between TOPIK level 1 and 2 [reasoning: narrow use of grammar and vocab; number of mistakes; misunderstanding simple questions]. I'd say he got through something equivalent to 연세 한국어 1 (out of 6 levels), and figuratively skimmed through level 2, but is a ways from mastery in level 2 (approx. A2).

    I’m Teochew from Singapore. Our family speaks Teochew at home. I migrated to Brisbane, Australia 60 years ago. I go to a Vietnamese village, in Brisbane, to do shopping once a month. Sometimes I hear people speaking Teochew & it’s music to my ears. There are 8 tones in Teochew dialect. Some of the tones have a nasal sound & it’s difficult for people to master. For example the word Swatow (Shangtou in Mandarin) where the Teochew people come from. This word has a nasal sound. Swatow means mountain head. But if it’s said without the nasal tone, the word becomes sand head. For people who grew up speaking Teochew, the tones come naturally. But for people learning Teochew the tones can be a challenge. I’m very proud to be a Teochew nang.
